Chief Executive Officer - Co-Owner

Larry is CEO and co-founder of Innovative Contractor Services LLC (ICS). As CEO, Larry’s responsibilities include overall management of contract execution and development of growth opportunities. In an effort to grow the business, Larry also assumes the role of Vice President of Business Development for Innovative Contractor Services LLC.

Prior to his CEO role of Innovative Contractor Services LLC, Larry held the position of Vice President, Business Development for Toltest, Inc. In this role, Larry was responsible for leadership, management and coordination of Business Development activities for both domestic and international opportunities within the Navy and Air Force construction and services markets.

Preceding his role at Toltest Inc, Larry accumulated more than thirty years of distinguished experience as a leader and manager of numerous positions within the Department of Defense Supply/Fuels organizations. Most recently serving at the Naval Station Guantanamo Bay, Cuba Supply Department, where he served as the Supply/Fuels Director responsible for all aspects of daily operations including the planning, directing and coordinating of overall technical/administrative division operations. Prior to serving at Guantanamo Bay, Cuba, Larry served in similar positions at U.S. Naval Submarine Base, Kings Bay, Georgia, U.S. Naval Station, Rota Spain, and Naval Supply Center, Pearl Harbor.

Larry has compiled an exhaustive list of specialized training which has aided in his success of Supply/Fuels Management. Larry’s success over the years has been recognized at various high levels within the Department of Defense and earned him numerous prestigious awards. In 2005, Larry was recognized as Navy "Fuel" Civilian of the Year. In that same year, Larry’s Fuel Division in Guantanamo Bay, Cuba won the American Petroleum Institute (API) award. While Larry was the Fuels Superintendent at U.S. Naval Station, Rota Spain, his division was runner up for the American Petroleum Institute (API) award. The following year, the fuel division at U.S. Naval Station, Rota Spain won the American Petroleum Institute (API) award. Although Larry had moved to a new assignment earlier that year, his efforts were widely recognized as the major contributor to the award.






Ron Adams, COO

Chief Operations Officer – Co-Owner

Ron is COO and co-founder of Innovative Contractor Services LLC (ICS). Ron’s responsibilities include overall management of operations for the company and responsible for ensuring execution of daily operations as defined by the CEO.

Prior to his role at Innovative Contractor Services LLC, Ron held a senior consultant position with Petroleum Management Consultants. While serving in that position, Ron provided superior contract management support to the Navy’s Alongside Aircraft Refueling Contract program at numerous Navy and Marine Corps bases worldwide.

Ron served a twenty-two year career in government contract management. He spent the majority of his twenty-two years working in the Defense Energy Support Center where he managed twenty-one worldwide petroleum services contracts valued at approximately 25 million dollars annually.

Ron retired from the United States Air Force as a Chief Master Sergeant. During his career, he was involved in all levels of petroleum management and logistics support to include product distribution, storage, facility maintenance, quality surveillance, inventory management, accounting, immediate and long term logistic support, and wartime planning. Ron holds a Bachelor of Science in Business Management from the University of Maryland and a Masters Certificate for Government Contracting from George Washington University.

Chief Financial Officer - Co-Owner

Ryan is CFO and co-founder of Innovative Contractor Services LLC (ICS). Ryan’s responsibilities include overall financial management of the company and responsible for ensuring execution of daily operations as defined by the CEO.

Prior to his role at Innovative Contractor Services LLC, Ryan held a Program Manager and Business Development position for service contracts related to Logistics Support for The Boeing Company. In this role, Ryan was responsible for leadership, management, coordination and program execution of logistics services which totaled over $80M. In addition to his program management roll, Ryan was responsible for Business Development activities for both domestic and international opportunities within the logistics services markets. He coordinated activities with the Air Force, Navy, Coast Guard, Swedish AF, Norwegian AF, and various countries in South America.

During his time with The Boeing Company, Ryan became a Lean/Six Sigma Champion and practitioner. He has utilized his study of Lean and Six Sigma methodologies to generate millions of dollars in savings for his customers. Ryan has facilitated many value stream mapping sessions, 3P events, and championed the implementation of the lean initiatives spawn from those sessions.

Ryan served eight years in the Air Force Reserve as an avionics technician. Ryan was a Technical Sergeant in the Communication/Navigation shop in the 919th Maintenance Squadron. After serving with the 919th Special Operation Wing during Afghanistan and IRAQ, Ryan completed his commitment with Air Force Reserve and pursued a career with Boeing.

Ryan holds a Bachelor of Science in Aeronautics from Embry Riddle Aeronautical University along with a Minor in Business and a Minor in Safety. Ryan is Lean Certified from Villanova University and is pursuing a Six Sigma Green Belt certification from Villanova.
